Can foreigners buy property in Saudi Arabia?
Yes. The framework allows non-Saudi ownership subject to the buyer category, permitted geography and type of right. It is not blanket permission to buy any property.

Where should you start?
Read REGA’s framework and check the applicable zones and rights through the official Saudi Properties portal. A permitted geographical area does not establish eligibility for every buyer or property.

Which buyer route applies?
- Individuals legally resident in Saudi Arabia. In addition to the geographical-scope route, Article 2 provides a route for one home outside that scope, excluding Makkah and Madinah, subject to the regulations.
- Non-resident individuals. Check the permitted location and right, then prepare the identity and banking requirements below.
- Foreign companies. The regulations require Ministry of Investment registration, ownership disclosure, an appropriately identified legal representative and a Saudi bank account in the company's name.
- Other categories. GCC nationals, Premium Residency holders and corporate or fund structures may have different applicable rules. Confirm the relevant route rather than applying an individual buyer's checklist.

For non-residents
Article 2 of the July 2026 implementing regulations sets three requirements before a non-resident individual acquires property or another real right:
- A digital identity issued and approved by the Ministry of Interior.
- A bank account in Saudi Arabia in the buyer's own name.
- A Saudi contact number in the buyer's name, linked to that digital identity.

Makkah and Madinah
Article 2 limits the individual non-Saudi route in Makkah and Madinah to Muslim natural persons. Separate provisions govern qualifying companies and investment structures. Verify the exact category, zone and right before committing.
How does the official process work?
- Identify the buyer and property right. Check the applicable official route and geographical scope.
- Use the official portal. Article 6 directs ownership and other real-right applications through the REGA portal, linked to the Real Estate Registry.
- Follow the payment and registration process. The regulations require electronic financial transactions under Saudi payment rules. Ownership procedures and deed issuance are completed through the Real Estate Registry.

What should you check before transferring money?
Use this research checklist to organise questions for the relevant authority, adviser and transaction parties:
- Match the seller or authorised representative, property identifier and right described in the documents.
- Confirm the particular unit's availability, specifications, total costs, payment milestones and contractual conditions.
- For off-plan purchases, verify the project licence and designated escrow account. REGA's regulations require buyer payments to enter that account and provide for project-specific account references.
- Read delivery, cancellation and refund provisions before making a booking payment. Keep the contract and payment evidence.

Does buying property grant residency?
Property ownership alone does not grant residency or additional privileges. Any residency route must be assessed under its separate rules.
