On 29 September 2026, Saudi Arabia's Real Estate General Authority (REGA) announced a new first-registration window covering 11,749 property parcels in specified parts of the Madinah, Qassim and Tabuk regions. REGA allocated 3,138 parcels to Madinah Region, 5,767 to Qassim Region and 2,844 to Tabuk Region. Its stated window runs from 11 October 2026 through 14 January 2027. This is an announcement about particular announced areas and eligible parcels, not a claim that every property in those regions is already registered.

The official REGA announcement is the primary source for the count, regional breakdown and dates. Its page was checked on 30 September. The announcement is useful to an owner or buyer only after the exact property and its announced area are confirmed on the official registry. A regional headline alone cannot establish that a particular apartment, plot or neighbourhood is included.

What REGA actually announced

The three regional counts add to the stated total: 3,138 plus 5,767 plus 2,844 equals 11,749 parcels. REGA identifies specific neighbourhoods or parts of neighbourhoods in its notice. The word “parts” matters. A street address that sounds like one of the named neighbourhoods may still need a property-level check against the formally announced boundary. Treat the count as the scope of this phase of registration work, not as completed registrations, new homes for sale or a measure of transaction volume.

The announcement was published on 29 September; the registration window starts on 11 October. These dates describe different events. A property owner should confirm that the window and location still apply when acting, using the official announcement and the Real Estate Registry's announced-areas service. The end date stated by REGA is 14 January 2027. Do not replace that with a date inferred from a calendar, social post or another region's registration round.

This development belongs to the administration of property records. It does not demonstrate a change in prices, mortgage demand, rental yields or construction activity. Those questions need separate, suitable data. Our earlier guide to reading REGA sales data explains why a transaction statistic and a registration announcement should not be treated as the same kind of evidence.

What first registration means for a specific property

The Registry describes first registration as a service for an owner to submit a property in an announced area. Its public explanation separates that step from later transactions, such as a transfer or a split or merge. REGA's registry service explanation describes the property registration deed and record, including a property description and subsequent changes. Those definitions explain why an accurate property identity matters before someone assumes a registration notice resolves a purchase question.

Start with the property identifier and the current ownership documents, not the marketing name of a development. Compare the location and description in the documents with the official announced-area map or service. If a transaction involves part of a building, a subdivided plot or an off-plan unit, ask which legal property is being checked. A photograph, pin dropped on a map or verbal street description does not establish the registry identity.

An owner who believes the property is included should use the Registry's current instructions for the exact service. The route, supporting documents and authorised person may depend on the property and applicant. This article does not assert that every parcel has the same document package, nor that an owner should take a step before the official opening date.

A buyer's evidence checklist

For a prospective buyer, the immediate use of this news is a short evidence request. Ask for the property reference, the available ownership document and any current registry record. Check whether the parcel is inside this announcement's actual area and whether the announced dates apply to it. Record who performed the check, the official page used and the date. Keep screenshots with the address or identifier visible enough to repeat the search, while protecting private information.

Then ask whether any rights, restrictions, obligations or changes in description require separate review. The Investment Handbook's purchase-contract checklist helps keep the property identity, parties and agreed transaction terms together. The new announcement does not remove the need to read the actual contract or seek qualified advice on an unresolved title question.

Separate three statements in your file: “the region appears in REGA's announcement,” “this exact property is in an announced area,” and “the present title and transaction documents have been checked.” Only the first follows from a headline. The latter two need property-specific records. This distinction prevents a broad public notice from being misused as proof of an individual offer.

What the numbers do not say

The 11,749 figure counts parcels in the announced phase across three regions. It is not a count of sales, available listings, registered owners, occupied units or building completions. Even within the three regions, it cannot be converted into an investor's likely return or a city's market growth rate. An official administrative announcement is still valuable when interpreted for the decision it actually supports.

If you are comparing a purchase in Madinah, Qassim or Tabuk, use this notice to identify the next official check, then return to your normal property due diligence. For context on one of the regions rather than a market inference, the Tabuk Region guide covers place and travel. For the property decision, save the REGA notice, the Registry result and your document questions in one dated file. Recheck the official service before relying on a deadline or parcel status.
