Hail and Eastern Province Registry Route: A Dated Explainer
REGA and the Ministry of Justice changed the transaction route from 22 September for Hail and nine Eastern Province locations. Check the exact scope.

The Real Estate General Authority (REGA) and Ministry of Justice announced on 15 September 2026 that specified property transactions in Hail Region and nine named Eastern Province cities and governorates would be carried out through the Real Estate Registry from 22 September. This is a dated explanation of that change, reviewed on 1 October; it is not a new announcement today. For a buyer, seller or lender with a property in a covered area, the practical question is whether the exact asset and intended transaction fall within the registry route. The announcement does not say that every Saudi property or every parcel in the Eastern Province moved to the same process.
The joint announcement from REGA and the Ministry of Justice identifies Hail Region and Dammam, Al Khobar, Khafji, Qatif, Jubail, Dhahran, Al Bayda, Ras Tanura and Abqaiq in the Eastern Province. It says the transition follows completion of the announced first-registration coverage within the urban scope of those places. The authority says other areas will be announced progressively according to readiness. That sequence is important: a city's name alone is not a substitute for checking the current record and the exact property.
What changed on 22 September?
For the announced scope, REGA and the Ministry of Justice said execution of property dispositions would be confined to the Real Estate Registry. The joint statement names transfers of ownership, subdivision, separation and merger, initial registration of paper deeds, mortgage services, and management of rights, restrictions and obligations. These are different transactions with different documents. A buyer seeking transfer should not assume that a mortgage discharge, a parcel split or a paper-deed conversion happens automatically as part of the same request.
The statement describes an administrative route, not a new universal right to purchase or a guarantee that a specific property is free of defects or claims. Eligibility, identity, recorded rights, lender consent and other transaction conditions still need to be checked in the relevant official service. For non-Saudi purchasers, the Investment Handbook's foreign-ownership overview addresses the separate eligibility question; this news explainer does not replace it.
Why the named geography matters
Hail Region is named as a region, while the Eastern Province part of the notice lists nine cities and governorates. That difference is easy to lose in a short headline. A property marketed as being “near Dammam” could be outside the applicable city or parcel scope. Likewise, a building address and a recorded property identifier may not tell the same story until the documents are reconciled. Ask the relevant registry service to confirm the parcel rather than treating an advertising location as legal evidence.
The announcement also refers to completion of first-registration announcements within the urban scope of the included locations. It does not publish a single national start date for all remaining places. REGA's Real Estate Registry platform is the appropriate starting point for current services and coverage. If an asset appears to straddle a boundary or a record cannot be located, seek an official property-level answer before arranging a time-sensitive completion.

A transaction checklist for buyers and sellers
First, identify the exact asset. Match its recorded property number, location and parties with the sale offer, ownership evidence and draft contract. Our property boundary and area document check explains why a similar description is insufficient. Record the date on which each source was checked; a saved screenshot without a date can become misleading as a transaction develops.
Second, define the requested action in plain language. Is the plan an ownership transfer, an initial registration of an older paper deed, a mortgage registration or release, or a subdivision? Tell the service provider and lender which action must precede which. Do not treat an agent's statement that a property is “registered” as proof that every associated right or restriction has been examined. The registration-records guide provides a useful document-by-document review.
Third, confirm timing with the official route before committing to an irreversible payment or completion appointment. The joint statement says the transition is organized to maintain service continuity, but that is not an individual processing-time guarantee. Allow for missing information, lender steps and corrections. The completion budget and payment calendar helps keep a schedule and funding decision tied to verifiable milestones.
Finally, retain the registry confirmation, executed agreement, payment evidence and any explanation of an unresolved discrepancy. A reliable file should let another reviewer see which version was used and when. That record matters if the advertised unit, contract description and registry sheet are not aligned.
What the announcement does not prove
This September notice is not a market price index, a count of completed sales or evidence that every transaction will become faster or cheaper. It does not establish that a particular seller owns an unencumbered asset. Nor does it say that places outside the named scope lost access to existing procedures. Those claims require separate current evidence from the relevant authority and property file.
As of the 1 October review, the most useful action is narrow: check the official registry route for the exact Hail or listed Eastern Province property and the exact transaction, then reconcile its record with the deal documents. Readers elsewhere should follow subsequent official announcements rather than infer inclusion from proximity. The Saudi real estate news and insights section carries further context, while the registry and contract guides cover the next document checks.
